           Initiating process group is the first process group executed at the beginning of a project or project phase. This process group defines and authorizes the project or phase.  The project manager gets the authorization to use the organizations resources to the project in the initiation. During inititating processes, the Costs are low (you are only starting to spend the money), Chances of succefully completing the project is the lowest (Project is progressively elaborated and you don't know whether the project will be sucessful), Stakeholder influence is highest (Requirements are not defined and Project Manager cannot say it is not part of the original requirement!). The staffing level also low at this stage.
